Three fields decide what RedotPay costs: the annual fee, the issuance fee and the top-up fee. For this card the dataset holds an annual fee of Free, an issuance fee of $10 and a top-up fee of Free. Top-up is the one that recurs, because it is charged each time value is moved onto the card, which is why it costs more over a year than the annual fee usually does. RedotPay publishes no ATM limit, so the dash in that column means the dataset holds no value for it rather than that there is no limit.
